Welp, a friend was nice enough to put this together, when I failed to do it myself. (All I did was change the appearance of it a bit.)
The toyI had roleplaying in mind for it, or other things involving chance. To be honest I don't think anyone will be interested, but I figured I could risk being surprised every now and again.
The way it works is simple. Type in a number, 1-99, and click the button. Basically, the number is a percentage. If you type in 60, that's a 60% chance at success. Success at what? Well, whatever you're hoping to be successful at. And, of course, that also means that you have a 40% chance of failing.

I keep getting "Success." Is it supposed to do something else? It's kinda boring me.

Depends on what you input. If it's 100+, you'll get nothing but success. (Not that I know if anything over 100 works.) Leaving it blank or typing a 0 in the field will always result in failure.
Maybe you're just lucky.
But it's not meant to be that "fun", anyway. It can be a useful tool for determining outcomes, if anyone decided to make use of it.

I put in 50 and got a Failure. I figured I would come out even in the end.

50% is like flipping a coin. Statistically, at some point, you do reach an equal amount of results for each side. But that doesn't mean that it will happen at any given point that you want. Flipping a coin ten times doesn't guarantee it'll land on each side five times.

Yes. because it could just land on heads for all of them.

In which case you'd either be a really lucky, or unlucky, individual. Depending on which side you call. I give people heads so I can usually take tails. *Waggles eyebrows*

Aires happens to be an incredibly lucky person. Incredibly lucky. The way he calls it, chances are, is the way it'll happen. Overwhelmingly. Except when he predicts he fails, bah. XD

Like when I was playing Risk this evening. Right? Although I did take advantage of 'divide & conquer' as well.

Well, duh. I lost the game of life a long time ago. Probably before I was even born. O.o
I prefer games of skill and strategy to chance, myself. Games of chance aren't so bad unless you play with people who stroke their egos, when they win at something that requires no ability on their part. It's irksome, so I can't laugh at myself when I lose. ;/
