Fallout RP Interest (possible sign-up)

So I was thinking of making a Fallout-esq RP set in the Capital Wasteland about the same time the Lone Wanderer ventured forth from Vault 101. I'll also try to sneak a TG element in there, but I'll need a volunteer to do it for me, since I suck. The setup would go something like this:

Name: Obvious enough.
Gender: Again.
Age: Duh.
Appearance: Can be a picture or a description. Go crazy. Please provide ethnicity.
Occupation: Can be a Wastelander, Mercenary, Hunter, Raider, Scavenger... whatever.
Personality: Basically how this person acts. Feel free to give examples.
Karma: Straight up, whether your character is good, neutral, or evil.
Preferred Weapons: Have whatever you like, but no unique/named weapons.
Starting Armor: Mercs tend to have heavier armor than Wastelanders. Just saying.

(All SPECIAL attributes are numbered 1 to 10, 10 being the best. All have an average of 5, but can be lowered to accommodate special needs, like a particularly strong person or one with a big brain. Everyone can have 5 extra points to do whatever they want with)
S: Strength. Basically how strong your character is, and how much they can carry. Also, how hard they can swing a melee weapon.

P: Perception. How early your character can spot threats. Also dictates a person's ability to pick locks.

E: Endurance. One's ability to sustain injury, fight hand-to-hand, or use large weapons.

C: Charisma. How well people respond to you. Increases chances to get good stuff by convincing people to do things.

I: Intelligence. How smart your character is. Also how good they are at fixing things, hacking terminals, and healing.

A: Agility. A person's ability to sneak, pickpocket, and use smaller weapons is affected by this.

L: Luck. Affects how likely a particular event is to happen to a particular person. For example, finding extra ammo or a new gun. (In-game, also the odds of a critical hit being scored. Couldn't think of how to fit that in here)

Rules of the Wastes:
I suggest playing through Fallout 3.
All characters are human, and have flaws. Nobody's perfect. If you want a godlike character, go to the Muffin Room.
If I say you're hit in the leg, you are to limp until I say otherwise.
Putting up a profile does NOT guarantee a spot. I DO NOT have time to manage twenty people. I'll be picking based on quality and diversity.

Name: Felix Masters
Gender: Male
Age: 23
Appearance: Here. He’s of British decent
Occupation: Mercenary
Personality: Felix is a nice guy really, really, really deep down. However, years of Wasteland living has left him jaded and cynical. Felix will do any job. However, he lives by two codes. Don’t harm children and don’t bite off more then you can chew. One time, he was offered 5000 caps to kill Three Dog. He declined on the grounds that he would be mowed down by the Brotherhood before he got close. He is an extremely perceptive guy, and quite smart, capable of hacking most computers and a good knowledge of medicine. However, he is physically weak and takes damage very easily.
Karma: Neutral.
Preferred Weapons: Energy Weapons. He has an Laser Rifle and a Laser Pistol as a backup
Starting Armor: Leather Coat and Glasses.

You are allowed a dog. They are, of course, optional, and you can place a spot for your dog's name and appearance anywhere in your character sheet. You're gonna have to keep up with him/her, though.

This seems interesting, I've long liked Fallout. Though I haven't played much of 3, I played 2 to death. Question: Is a wastelander the same as a tribal, or are there no tribals in the capitol wastes?

Wastelanders are essentially Tribals, yes. But Wastelanders are a bit more narcissistic, and occasionally go by themselves or in smaller groups, and have varying degrees of karma, and some may or may not attack you on sight, regardless of karma.

For example: Raiders ALWAYS attack on sight. ALWAYS. But you don't get any karma for killing them. A certain group of Hunters, however, can be seen shooting at random Wastelanders and sell you "Strange Meat" are also evil, but they won't outright attack you. Killing them grants you Good Karma, though.

Tribals are only mentioned once in Fallout 3 (that I've seen), and that may have been a mistake.

Personality: usually quite only speaks when needed that makes him a good sniper

Preferred Weapons: Laser Rifle(long-medium range) Laser pistol (short range )
Starting Armor: (if im allowed) a overcoat uniform ( like col.autumn ) and a combat helmet and a pair of sunglasses

Wow, you are going crazy with snipes, aren't you...? I guess I'll have to change it up a bit. I'm assuming he's Caucasian, Evra?

Name: Max Greene
Gender: Male
Age: 20
Appearance: Being Asian, he has tan skin and dark hair, cut short. Tall and better-than-average build with hazel eyes.
Occupation: Hunter.
Personality: A nice guy, he generally keeps his hands to himself (unless he has to do otherwise, of course), but if it were up to him, he'd tear off the heads of every last slaver in Paradise Falls. He mostly keeps to himself, but has a bit of an ego on him, claiming to be able to bare-knuckle brawl with a Deathclaw and win. He also has a bit of repair ability, so he can keep his guns in order.
Karma: Good.
Preferred Weapons: Mainly a melee fighter, he managed to find a Super Sledge, and also carries a combat shotgun and an SMG as backup.
Starting armor: Combat armor and helmet, as well as a pair of sunglasses.
Dog's Name and Breed: Lucky, Golden Retriever. A curious little fellow.

Appearance: Latin-American with short-cut hair and tan skin. His left eye is covered by a black eye-patch he managed to salvage from a broken down hospital.
Occupation: Ex-Slaver. After being.... "Forcefully expelled" from his past job, he decided to wander around the wasteland, helping out anyone he happens to come across.
Personality: Rico used to be a big ***hole (as typical of all Slavers) and he still is in some ways. However, he really does want to help others out, and he'll do anything to redeem himself of the terrible things he did.
Karma: Good.
Preferred Weapons: He finds small arms weapons to be more reliable than anything else. You'll never see him without his trusty assault rifle and sawed-off shotgun.
Starting Armor: An old Merc Adventurer Outfit that he's upgraded to be more combat ready.
