It has no effect. The man seems to be like a hulk since his strenght is incredible. Suddenly Katang finds herself looked up in a jail cell which is conviniently place somewhere underground the Mall (LOL). "So who do you think you are?" asks the man that seems to look like Arnold Schwarzenegger in a police outfit. Katang is also still with her handcuffs on.
"Let me confirm, your shelter shield is activated?"
"What are you planning?!"
"Your shelter is secure, is it?"
"Of course it is! Just see for yourself how powerless you are!"
"...Roger that."

"That Katang would get arrested..." ((I'm assuming Harriette saw that, as she was basically in a dead run all the way, and Katang did get stopped by Hannah, eventually...so...yeah...))
