So, is Dr. Girlfriend a Transsexual? She sounds like Brock Sampson...
Basic Johnny Quest spoof, and the show has it's funny moments.
The Monarch is very funny, and I realized two of his henchmen worked for Dr. Phineaus Vibes from Shaggy and Scooby Doo Get a Clue. It's the same two guys (the skinny one and the short guy).

Yeah, I can see the resemblance. She used to smoke a lot, even after President Kennedy was killed....anyway, Dr. Orpheus, the necromancer, reminds me of Dr. Strange from Marvel Comics fame.
