[Reform] Not Just for Anglo-Saxons Anymore.

As the first substantive step towards a new MSF, I've installed several language packs to make it nicer for foreigners to use the forums. I have also set up a forum specifically for foreign language posts, not to isolate them, but to help them find each other and be able to talk without having to know English.

The languages currently supported are:

English (main)
Spanish
French
German

It is hoped that we can support Japanese users as soon as possible. There are minor things that are untranslated though, so any of you who are (near-)native speakers of languages other than English... Your help would be appreciated in translating some of these default texts for your own benefit!

Oh, and if you find something wrong with the description for Across the Water, please let me know.
